Piedmont staff to draft RFQ/RFP for Moraga Canyon; council told selection could take about six months

Council authorized the city administrator to proceed with preparation of a request for qualifications and proposals (RFQ/RFP) for the Moraga Canyon specific plan area after staff outlined the planned procurement timetable.
Planning and Building Director Kevin Jackson told council staff expects about 30 days to prepare the RFQ/RFP, then roughly 60 days for developers to assemble and submit proposals, and an estimated six months from solicitation to an exclusive negotiating agreement with a chosen developer. Jackson said staff plans to return to the council to discuss a preferred solicitation strategy and the composition of a review committee before issuing the RFQ/RFP.
Jackson also said Piedmont will seek outside professional services to support the process because the city lacks a dedicated housing division. He identified Economic & Planning Systems as the consultant staff plans to engage to help prepare, solicit and evaluate proposals. Jackson noted that the timeline is driven in part by the city's housing element deadlines and the schedule for Measure A1 bond funds, which require an exclusive negotiating agreement to be in place by the end of the year to qualify.
