Council schedules public hearing on Wingfield Springs amendment after residents urge open-space protections

Council heard public comment from Wingfield Springs area residents and held the first reading of Bill 2861, which would amend the Foothills at Wingfield Springs plan to redesignate about 34.75 acres from open space to builder lots for a proposed Village 16 of up to 158 residential lots.

Tom Sosinski, speaking for the Wingfield Springs Preservation Group, thanked staff and the planning commission for reviewing the Foothills and Wingfield applications and for the planning commission's denial. "Thank you to city staff for their expertise in reviewing the Foothills and Wingfield applications," Sosinski said, telling council the community has been persistent and appreciative of staff work.

Several other residents asked the council to uphold the planning commission denial. Jim Brake clarified that some parcels described informally as 'open space' are privately owned and noted that the parcel in question was zoned open space as part of the master plan and was developed long ago as a defunct three-hole golf course; he said homeowners bought with the expectation the area would remain open.

Clerk read the first reading of Bill 2861, which also proposes to increase the Foothills' total permitted residential units from 2,260 to 2,418 and to update handbook text and figures; the city clerk announced the public hearing on Bill 2861 will take place at the Sparks City Council meeting on Monday, 08/24/2026 at 2 p.m. at the Sparks City Council Legislative Building.

Why it matters: The change would convert a council-designated open-space parcel into buildable lots and add up to 158 homes, a shift residents and at least one planning commission vote have opposed; the public hearing will be the next formal opportunity for public testimony.
