Planning staff presented proposed zoning‑code amendments Jan. 12 to bring Piedmont’s Chapter 17 into conformance with recent state ADU/JADU laws and to update public‑hearing notice requirements. Associate Planner Tiffany Edwards (speaker 20) summarized revisions requested by the state Department of Housing and Community Development and the changes staff proposes.
Edwards summarized the substantive edits: clarifying that ADU floor area is measured as interior livable space, allowing ADUs up to 800 square feet in the street yard setback subject to other standards, adding an appeals process for incomplete ADU/JADU applications (appealable to the planning commission), and correcting an appeals procedural drafting error so that appeals are not characterized as de novo. "ADUs up to 800 square feet can be located in the street yard setback, subject to compliance with all other standards," staff stated in the presentation. The commission voted to recommend the ordinance to the City Council; staff recommended the action be forwarded with a CEQA exemption determination listed in the staff report.
