Planning staff proposes consolidation of packet distribution and changes to site‑visit and consent‑calendar practices

Interim Planning & Building Director Jeff Bond presented several procedural recommendations intended to streamline application review and improve public transparency. He proposed consolidating materials into a single staff report distributed in mid‑to‑late week ahead of meetings, including staff recommendations and draft findings in packets, and pre‑identifying items for a consent calendar so routine approvals can be handled efficiently.
Bond also recommended removing a 2005 policy that currently requires commissioners to visit every application site — a practice that can create Brown Act and safety complications — and instead making site visits discretionary and better documented in the administrative record. He suggested that staff be authorized to elevate certain neighborhood‑level requests to the commission if staff concludes they warrant additional review.
Commissioners were generally supportive of adding staff recommendations and of pre‑listing consent‑calendar items, saying those steps would shorten meetings and help focus public comment. They voiced mixed views about changing the mandatory site‑visit rule: most commissioners said site visits are highly valuable for assessing topography and adjacent impacts, while others raised concerns about accessibility and safety and recommended improved documentation (photos, neighbor‑submitted views or 3‑D renderings) when a commissioner cannot attend a site visit in person. Several commissioners also urged better AV and presentation tools in chambers to make applicants’ materials easier to see on screen.
No binding policy changes were adopted at the meeting; staff was asked to pilot packet‑consolidation and consent‑calendar approaches and to return with a recommended implementation plan that accounts for accessibility, public notice and recordkeeping.
