Council approved a retroactive easement between the borough and property owner Anthony Hickey at 104 East High Street so PennDOT’s newly installed catch basin and a borough-installed catch basin can be connected. Under the approved agreement, the borough will install one catch basin at 104 East High and accept responsibility for two catch basins and roughly 60 feet of connecting pipe; the property owner will install and maintain the ditch that carries the outfall from the PennDOT basin to the borough basin.
The Solicitor will draft the formal easement document; council approved the retroactive motion by voice vote (motion by Councilor Osborn, seconded by Councilor Kerns). The minutes note the easement was retroactively approved to document responsibilities and allow the borough to move forward with the installation.
