Staff said developers would be responsible for frontage improvements and that citywide development impact fees could be used for maintenance or reconstruction; staff also noted a public parking solution could be pursued if appropriate. The commission asked staff to return with clearer parking counts and a summary of mobility tradeoffs before the next hearing.
