Staff described the bond framework — a $50 million referendum with the first tranche of $25 million available now — and noted pending offers, appraisals and additional transactional costs such as surveys and environmental reports. The county’s environmental staff and panel provided a binder of materials and a tiered ranking; the board voted to pursue the tier-1 prioritized properties while continuing grant-seeking to leverage bond funds. "This allows for the purchase of environmentally significant lands in Indian River County," staff said during the presentation.
Commissioners asked for periodic financial summaries and staff said they will provide detailed pending-agreement figures and grant-match opportunities as acquisitions move forward.
