The council voted to adopt updated local guidelines for implementing the California Environmental Quality Act (CEQA) in Placentia, replacing guidance that dated from 1991.
Staff explained the revised guidelines clarify responsibilities for determining whether a project requires an environmental impact report, a mitigated negative declaration, or other CEQA determinations, and allow certain positions to make CEQA determinations without requiring every matter to return to the council or Planning Commission. "It clarifies my role and city staffs role in evaluating CEQA for projects not only development projects but... public works projects or park projects," a staff member said. Planning Commission recommended adoption.
After discussion, Council member Hummer moved adoption, Council member Smith seconded, and the council approved the guidelines with three yes votes and two not voting. Staff said the updates will streamline determinations and provide clearer expectations for applicants and staff.
