Council directs staff to prioritize lowest-PCI streets for next two-year paving project

City Manager Rafferty said the community PCI has improved overall — "So we've seen a great improvement in the PCI average weighted report across the community" — but staff recommended addressing the lowest PCI segments first. Councilmembers asked that residents be notified in advance to clear overburden and brush, and directed staff to incorporate notification and removal options (including charging property owners for contractor removal) into the design phase while keeping bid packages competitive.
