Councilor proposes registration ordinance to curb illegal dumping

Councilor Gregor del Rosario presented a proposed ordinance creating a registration and accountability requirement for small waste haulers operating within Lawrence. The sponsor said the change seeks to reduce illegal dumping by requiring haulers to identify themselves on vehicles, register with the city, and produce receipts showing where material was taken for disposal.
"It will ask them to register with the city... So in case there is an illegal dumping and they get caught on the cameras, if we have the display on it, you know who actually dumped it," the sponsor said, describing past cases where cameras captured dumpers but plates or company names were not discernible.
Committee members discussed fines (draft penalties ranged from $300 to $1,000 in committee remarks) and the annual re‑registration and receipt requirement. The city attorney had reviewed the draft language, and the committee voted to forward the ordinance to the full council with a favorable recommendation and asked departments to confirm enforcement logistics.
