Spies said on‑site purchases yield better pricing and that departments pay fuel from their own budgets; he estimated typical weekly usage around 4,000 gallons each of unleaded and diesel and said the city sometimes buys more to replenish tanks. For off‑site fueling, Spies said FleetCor offers approximately 45,000 locations nationwide (27 in Garland County), online reporting and no standard card fees. Staff recommended approving a Colson contract through year-end with extension options and a FleetCor contract through Dec. 31, 2026, also with extension options; no formal vote was recorded at the agenda meeting.
