Engineer recommends bidding UV system after Bloomington gets straight A’s on wastewater reports

Larry Gates presented the village’s 2024 Compliance Maintenance Annual Report (CMAR) and the 2024 Consumer Confidence Report (CCR) for the wastewater treatment and drinking water systems. He reported the village "received straight A’s on these reports," and that there were no violations.
Gates said the recent taste-and-odor issue stemmed from dirt introduced to the system leading to an e. coli concern that was corrected by temporary chlorination; he said water conditions returned to normal one to one-and-a-half weeks after chlorinating. Gates recommended the village start soliciting bids for a UV disinfection system now: "the cost for one in 2023 was around $60,000 and now, the current costs is around $120,000," and starting the bidding process would demonstrate to the Department of Natural Resources that Bloomington is planning the upgrade. Gates added that a UV system would eliminate recurring "wet tests" required of chlorinated systems.
The board reviewed the reports and directed Gates to file them for the village, and there was general agreement to prioritize planning for the requisite disinfection-system upgrade in light of changing DNR expectations.
