The Village of Bloomington Finance & Purchase Committee reviewed the first draft of the 2026 budget on Sept. 23 and agreed to use a 4% increase as a placeholder for most expense lines because many revenue figures are not yet available. Clerk/Treasurer Shawna Atterbury told the committee she had entered state shared revenue and personal property tax aid but that other anticipated revenues would need to wait until next month.
Atterbury also outlined the schedule and procedural requirements: employee wage discussions will be handled at the October board meeting in closed session; the proposed budget must be submitted to the newspaper by Oct. 13–14 to meet the 15-day public-notice requirement for a hearing; the public hearing could be held as part of the Nov. 3 board meeting; and the budget needs approval by Dec. 1 so property tax notices can be mailed by Dec. 15. The committee approved the meeting agenda at the start of the session and adjourned at the end of the meeting.
