Council approves modest solid‑waste rate increase after residents object to contract vulnerabilities

Byfield said notices were mailed May 29 and that a valid protest would require a majority of affected parcels (50% plus one), roughly 6,200 parcels.
The clerk read 11 letters of opposition into the record and several residents spoke at the hearing. One letter author, John Lewis, argued the city’s contract left ratepayers exposed after a recent service disruption and urged the council to “review the contract’s risk posture” and require contingency planning and accountability clauses. Resident Bill Kelpikoff compared regional monthly rates and said, “Placentia right now, we’re proposing is almost $45 a month,” arguing Placentia’s costs are high relative to neighboring cities. After public comment the council voted 4‑1 to adopt the proposed rate adjustment and related resolutions; Council member Smith cast the lone no vote.
