Walchas asked the board to amend the general‑fund budget to include $680,000 this year to initiate the program; staff estimated total program funding needs between $3.2 million and $3.6 million spread over three to four years. He said staff will prepare template agreements, verify eligibility (Tier‑1 is based on existing rate‑assistance program enrollment), and only execute agreements once a relocation deadline is established for a property. The board moved to adopt the staff recommendation and approved the program by voice vote; staff said they will return only if substantial changes to the program are proposed.
