Human resources proposes 2026 salary-range revisions, adds water-quality compliance administrator

Katie Delung, human resources manager, asked the committee to approve adjustments to the 2026 salary ranges to reflect evolving district needs in utilities and recreation.
"The first adjustment being recommended is the addition of the water quality and regulatory compliance administrator to our management, salary schedule at range 1 51," Delung said, noting that the new role would consolidate sampling, testing and state/federal reporting duties currently handled by multiple staff and the director of utilities. She said the recommendation would shift reporting responsibilities so the director can focus on operational and strategic priorities.
Delung also said the recreation supervisor would move to a higher range to reflect a new lifeguard certification requirement tied to increased camp and aquatic programming. She added that an operations technician (water quality and treatment analyst) position will be removed from the classified schedule because it is vacant; the job description will remain available should the need return.
Delung said the salary-range changes are being recommended for consent and that, if approved by the full board, the published schedules would bring the district into compliance with California Code of Regulations section 570.5.
