DOT asks Bloomington to decide on utility replacement for 2031 Highway 35 project; village moves to televise sewers and seek bids

Mark Digman of Delta 3 Engineering recommended televising the sanitary sewer to assess conditions and conducting basement inspections to identify lead water services or other issues before making a decision. The board directed Keith Leitzinger to contact Digman to arrange televising and to request bids before the January meeting.
Leitzinger told the board he had discovered lead water service lines during recent inspections, which raises compliance questions under EPA rules about replacing lead service lines. The board did not authorize immediate utility replacement work but initiated pre-project inspections and a bidding process to give the board options before DOT's March 1 decision deadline.
The engineering review and bids will inform whether joint utility replacement during the DOT resurfacing is prudent or if deferred work and targeted replacements are more appropriate given budget constraints and discovered lead lines.
