Jordan Fure of Delta 3 presented an evaluation of Bloomington's wastewater treatment plant, summarizing capacity and regulatory changes since the plant's 1983 construction. He said the plant is operating at roughly 57% of design flow but must comply with newer DNR requirements for ammonia, fecal coliform (now E. coli), PFAS, chlorides and total phosphorus.
The evaluation identified several near‑term and long‑term needs: replace an obsolete 1983 motor control center (MCC), rehabilitate the aeration tank building, replace the high‑wear comminutor, upgrade the generator (currently powering only blower #1), replace the chlorine disinfection system with UV, construct a new sludge storage tank outside the floodplain, and add dissolved oxygen probes and energy‑efficient blowers. Jordan recommended variable frequency drives for the MCC and a mechanical headworks screen with an automatic bagger. He said Delta 3 will send a final report in December, the village will receive a $5,000 reimbursement through Focus on Energy, and Delta 3 will return in February 2026 to discuss facility‑plan priorities and costs ahead of anticipated 2027 plans/specs and 2028–2029 construction.
