Engineering staff told the commission the Westland sewer separation (phases 1–5) is substantially underway and that pump‑station work and repaving of Commercial Street will accompany the pipeline work. Staff said 60% design for the next CSO tributary (CSO‑005) is due at the end of the month, with final design and advertising targeted for winter and early 2027 and construction in the 2027 season.
“Phase 1 will happen first and the 60% design plans, we expect to see those at the end of this month,” staff said, and added that construction will be scheduled to meet the consent‑order milestone requiring completion by July 31, 2030. Commissioners asked about resident outreach, traffic impacts and coordination with utilities; staff said they are meeting regularly with utilities and plan community education about work windows and effects on downtown traffic.
