John Robbins, who identified himself as a McNary Estates resident and a member of the local pickleball group, told the board the courts lack shade and that many players are retired and sensitive to heat. “So our biggest, issue right now is, it’s a bunch of retired people, and we’ve had more than enough sun,” he said, arguing shade would make the courts usable for longer stretches of the day.
Staff and board members discussed temporary sails and umbrellas vs. permanent structures. Parks staff cautioned permanent pavilions cost substantially more: one board member cited a prior similar structure at about $20,000. On smaller options, staff said commercial umbrellas run roughly $400 each: “I haven’t priced umbrellas, but commercial umbrellas are probably around $400 each,” said Robert, a parks staff member.
The board asked the applicant group to formalize a volunteer plan and suggested registering volunteers with the city to ensure reliable daily setup and takedown. The applicants said they would remove temporary sails nightly to reduce vandalism and requested a small storage locker for equipment.
After discussion, the board approved a motion to increase the parks matching grant to a not‑to‑exceed $1,500, with the applicant group’s cash match set at $1,000 and in‑kind labor to supplement that amount. The motion was moved, seconded and passed unanimously with one member absent. Chair noted the group had already raised some funds through sales and expected to reach the $1,000 cash match.
The approval permits the group to purchase the short‑term shade solution and three picnic tables and to pursue a storage option; board members said they expect the group and staff to coordinate a detailed installation and maintenance plan before construction or purchase.
