The Jackson County Commission approved substantial-completion paperwork for the Blue Springs Road Phase 1 sewer project after contractor Malcolm Kirkland told the board the sewer main has been placed in service and crews are preparing to tie customers onto the line. "We have put our line into service, which is a huge hurdle," Kirkland said, adding that about "20-ish" residential connections could be expected as owners sign up.
County staff said the contractor will perform final paving and punch-list work before a final surface is placed, and homeowners adjacent to the line will get a notice that per state and county code they have 365 days to sign up for connection. Commissioners discussed holding adequate retainage to ensure completion; staff said the project still carries significant retainage and a performance bond that provide leverage if remaining work is not finished.
The board voted by voice to execute the substantial-completion documents and directed staff to continue coordinating the final paving schedule and homeowner notifications. The contractor and county staff said they will monitor a few spots and complete manhole adjustments before the final lift.
