Adams County approves special-use permit for Quincy Solar 1 LLC amid questions on ownership and credits

The Adams County Board approved a resolution authorizing a special-use permit for a 2.5-megawatt commercial solar energy facility proposed by Quincy Solar 1 LLC in Riverside Township.
Margaret Blum, identifying herself as a developer with SoulSource Power and representing Quincy Solar 1 LLC, told the board she was present to answer questions about ownership and financing. In response to a board question she said that Quincy Solar 1 LLC is owned by SSP Devco, Illinois, which is in turn owned by SoulSource Power LLC, and that the project "is ITC eligible" and the developer will "be applying for those credits." She also said there were no federal grants for the project at the time.
Board members asked whether the company would buy or lease the land; Blum said the plan is to eventually own the land. After discussion the board recorded a roll-call vote: 13 in favor, 6 opposed, 1 present and 1 abstention. The clerk declared the resolution passed.
