The board granted Jell O Enterprises LLC a retail license for an 850-square-foot wine-focused shop in Webster after hearing both opposition and the applicant's presentation. Applicant counsel said the store will focus on small-batch, artisanal wines and walkable village service; opponents raised concerns over market saturation and potential impacts on nearby stores.
At the hearing, the chair stressed the need for a credible commitment to the proposed product mix. Chair Lily Fan said she would hold the applicant to a 60% wine commitment focused on specialty, organic and women-owned producers: “I’m gonna hold you to, I’m gonna hold you to, 60% wine focused on specialty organic woman owned, wineries.” The board approved the license with that condition. Staff will issue a conditional approval and track compliance with the product-mix commitment.
