Finance Committee forwards 2027–2031 Capital Improvement Plan and multiple appropriations to Legislature

Finance Director Leigh Battin told the committee the A and D funds are likely slightly under budget if current estimates hold; the committee agreed to forward budget transfers, appropriations and the 2027–2031 Capital Improvement Plan to the full Legislature.
Leigh Battin, Finance Director, briefed the Finance Committee on several fiscal items, including cannabis and occupancy tax revenues, the sales tax report and the draft Capital Improvement Plan for fiscal years 2027–2031. Battin said if current estimates remain unchanged by December, both the A and D funds should finish the year slightly under budget.
Chair Holgate asked whether to forward a slate of resolutions to the Legislative meeting. After discussion and edits there were no official objections and the committee agreed to forward multiple items: 2026 budget transfers; appropriations for Highway, Community Services, Social Services, Youth Bureau and Public Health; appropriate cannabis tax revenue; and to place the Capital Improvement Plan for 2027–2031 on the Legislative agenda.
The committee did not take final legislative votes on these items at the Finance meeting; they were forwarded for consideration by the full Legislature.
