Council adopts annual levy for Landscape Maintenance District 921

The Placentia City Council closed a public hearing and adopted the annual levy for Landscape Maintenance District (LMD) 921 at its June 17 meeting.
Staff explained the district was formed in 1992, serves roughly 2,400 parcels and funds landscape maintenance and improvements such as entry signs and parkway islands. "You You see the revenues of that $457,000," staff said while presenting the engineer's report, which showed proposed FY 2025–26 revenues funding approximately $440,000 in expenditures. Staff recommended the council receive the report, close the hearing and adopt the resolution to levy the assessments; there were no protests. A motion to approve the recommended items passed with a vote recorded as 4 yes, 1 not voting.
Staff also advised that the assessment rate has remained unchanged since the district’s formation and that the general fund currently covers shortfalls for certain park maintenance costs; staff said it will present options at a future study session to address the district’s structural deficit.
