Residents urge Placentia to halt new short‑term rental permits

Tracy Minor, who said she has lived in the city for more than 15 years, described neighbors’ concerns about short‑term rentals appearing on her block and asked the council to impose a moratorium on issuing new permits while staff researches the scope of permitted and unpermitted units. "I basically went door to door... At this time, I really wanna call, see if we can get a moratorium on issuing any new permits," she said.
Paul Chappelle, a neighbor, said conversion of owner‑occupied homes to short‑term rentals could harm neighborhood character and reduce school enrollment, noting his children attend local schools. The City Clerk read a written communication from two residents on Stanley Avenue that similarly asked the city to place a moratorium or ban on new short‑term rentals.
Councilmembers responded that staff has been directed to bring back policy options. Councilmember Yamaguchi said the city already has software to detect non‑registered units and legal review is underway; Mayor Kerwin asked residents to share the listing apps they use so staff can cross‑check results. No formal action or moratorium was adopted at the meeting.
