Waxhaw staff to pursue corridor study; Kensington path rescaled to design

Assistant town engineer James Kelly presented the CRTPO 2026 fall call and asked the board for direction on which projects to submit. Staff outlined two recommended projects: a Waxhaw Parkway East corridor study (planning category; estimated total ~$300,000, town share ~$60,000) and the Kensington Drive multiuse path (total estimate ~$4.2 million, town local match roughly $1.7 million at a 40% match to be competitive).
After discussion about funding capacity, competing capital commitments and grant scoring, the board agreed to pursue the Parkway East corridor study and to rescope Kensington Drive to a design‑only submission to improve scoring and reduce upfront local match requirements. "Option A — proceed with the corridor study — is the right bite‑sized approach," a commissioner said during the discussion. Staff will confirm CRTPO eligibility for design‑only submissions and return with formal resolutions in October.
Kelly explained the CRTPO scoring and timeline: the fall call opens Aug. 17, applications are scored by the TCC and recommended in January, with final action in February; construction funding, if awarded, would follow later and may require State Transportation Improvement Program amendments. The board directed staff to proceed per the selected options and prepare the required applications and draft resolutions for the Oct. 13 meeting.
