Luxor Sips LLC’s transfer and proposed method of operation drew extended scrutiny after the board reviewed a history of police calls and prior disciplinary action at the applicant’s previous venue. Attorney James Ostrowski said the new location will have new management, a security plan and different hours, and the owner pledged to comply with municipal stipulations.
Commissioners said the temporary retail permit process allows the Authority to observe the operation before granting a permanent license. The board approved a temporary permit but imposed conditions: recorded music only; no DJ, no dancing, no third‑party promoters; hours to align with municipal stipulations; no ticketed events; at least six months operation under the temporary permit before the full transfer is decided; and personal questionnaires for managers. Commissioner De Leon summarized the decision as using the temporary permit “as an advantage here to the board and the agency.”
