West Village neighbors hold up Par Avion beer-and-wine application over noise; board grants two months to fix soundproofing

Residents near 37 Carmine St. told the board they can hear conversations and music in their apartments when Par Avion (the Nightingale bar) operates, and described smoking and crowding on the sidewalk. Rebecca Morton, who said she lives on the ground floor and shares a wall with the venue, described intrusive late-night noise and requested that the operator move standing/smoking areas away from her window.
Par Avion’s team said they had installed multiple layers of soundproofing and presented letters of community support; community board members earlier had sought stipulations. After extended testimony from neighbors and the applicant, the board put the application on hold and directed the operator to complete soundproofing and meet the community board's conditions, returning the matter to the full board at an April meeting. "I'm gonna give you an opportunity to put some foam on... and we're gonna adjourn this," the presiding commissioner said.
