Counsel Jacob Pierkowski (speaker 27) and principal Manpreet Kaur defended an application for Niagara Wholesale Liquor & Wine Inc. in the Buffalo hearing, where representatives of seven nearby stores argued the market was saturated and the applicant appeared undercapitalized. Opposing counsel Richard Grimm (speaker 42) told the board sales in Niagara Falls have dropped and that the applicant’s personal questionnaire offered insufficient detail on how the store would be managed.
Pierkowski responded that Kaur has supplemental bank statements showing personal funds available for investment and that she plans to relocate to Western New York and hire an experienced manager. The board voted to grant a conditional approval but required a detailed breakdown of startup expenses and financial documentation and placed a condition that the store commit to 25% New York products on its sales floor. "I'm gonna hold you to the 25%, New York products," one commissioner said during the vote.
