Chief School Finance and Operations staff presented a CMP recruitment and retention allocation that the board had added to the agenda earlier in the meeting. Watkins said CMP is a critical‑needs department and the proposed retention allocation would be funded from CNP overage funds the district must spend down.
Watkins outlined the recommendation: a $2,000 retention allocation for CMP workers assigned to schools, a $3,000 retention allocation for managers and central office CMP staff, and a required 24‑month commitment period for recipients. She said the state confirmed the allowability of the expenditure and that payments would be split — half in the August payroll and half in May.
"This is completely funded out of CNP funds," Watkins said, adding that CMP had to submit a spend‑down plan to the state and that the district has until September 2027 to reduce reserves. The board previously voted unanimously to add the CMP item to the agenda; Watkins presented the details for board review and staff noted attorney review of employee agreements was under way.
