The Town of Jay board authorized the supervisor to pursue county engineering and contracts to install a temporary bridge at the Grove Road washout after hearing that short‑term cost estimates had increased.
Supervisor Dwyer told the board that initial expectations for a temporary fix had been $40,000–$50,000 but new estimates put the price at about $100,000. "It looks like it's going to cost about a $100,000 to get a temporary bridge on the railroad," Dwyer said, and asked the board whether to allocate remaining ARPA funds to engineering and initial work so the town could keep the road open while pursuing permanent funding. The board unanimously passed a resolution directing staff to obtain a contract and engineering quote and to meet again before the end of the month if needed to sign a contract.
Members discussed alternatives (smaller culverts versus a bridge), detour impacts for residents (10‑mile detours for some), and the possibility that Essex County would provide a temporary bridge for two years with a nominal rental fee thereafter. The supervisor also proposed using $47,250 of ARPA funds to prepay a signed contract for park lights and to allocate the remainder to bridge engineering to avoid losing ARPA obligations at year end. The board directed staff to secure firm engineering costs and rental terms from the county before the special meeting at the end of December.
