Efrain Matamoros, Executive Director of District Operations, said his usual criteria for recommending bidders included cost‑effectiveness, timeline to completion, warranty and references; he identified McAllen Roofing LLC, SLR Building Contractors LLC and STX Build Con LLC as the top three. Trustees discussed those criteria before taking the vote. The motion passed 4–0 with three trustees absent.
