Board members agreed the city has limited land and financial incentives, and they discussed focusing on lower-hanging fruit (code clean-up and permitted-use updates) while beginning the longer work of visioning and master planning. Several members suggested a follow-up group or workshop to translate the EDC's conceptual recommendations into district-specific alternatives.
