DNR urges Lisbon to cap abandoned well at Pleasant Grove Heritage Park

Lisbon staff reported that the Iowa Department of Natural Resources completed an inspection of a well near Well Number 5 and recommended abandoning and capping the old well at Pleasant Grove Heritage Park to reduce contamination risk. Staff described the structure as an atypical, cistern-like well approximately 19 to 26 feet deep and said the property owner has consented to the city proceeding with capping and abandonment.
"They request the old well at Pleasant Grove Heritage Park property to be capped, to prevent contamination in the future," the chair (Speaker 2) said while outlining the DNR finding and the city's next steps. Staff noted the DNR requires a certified well contractor for abandonment work; the city solicited three certified quotes (the lowest from Northway) and emphasized that the work must meet DNR standards before a certificate of completion is issued.
