The board approved administration recommendations to award construction contracts for several 2025 bond projects, including elementary-school renovations and transportation center work.
Construction services recommended Jackson Construction as the best-evaluated proposer for Package 1 (Smith, Thompson and Perron elementary schools) and Glidden Industries for Package 2 (Galloway, Hodges and Bridal elementary schools). For the transportation center additions and renovations, the administration recommended Lee Lewis Construction. The board approved each award by voice vote.
Construction manager Don Pool summarized the evaluation criteria used to rank proposers — experience in North Texas educational construction, understanding the owner’s needs, cost considerations and a review of references, litigation and safety records. "Based on information presented and reviewed ... the administration recommends that Mesquite ISD award the construction contract," he said. Trustees delegated authority to the superintendent or designee to negotiate and execute contracts in the district’s best interest.
The presentations included estimated GMPs and cost recommendations presented by administration; one reported GMP figure for a package appeared inconsistent in the transcript and will require verification with staff prior to contract execution.
