The City Council approved a revised Professional Services Agreement with Hayter Engineering for engineering services related to FEMA Disaster Declaration DR‑4485. Sarah Osburn said the revisions incorporate federally required contract provisions—such as suspension and debarment, Buy American/domestic preference language, the Byrd Anti‑Lobbying certification and other clauses—so the city remains eligible for FEMA/TDEM grant reimbursement.
Osburn said the scope of services and compensation remain unchanged; the revised agreement replaces the existing contract to ensure compliance with federal procurement and grant conditions. Council authorized the City Manager to execute the agreement and any related documents (motion by Sam Fox, second by Kevin Hayes); the motion carried 6‑0.
