Bonham council signals intent to establish TX‑PACE program to spur private energy and resilience investments

Bonham councilmembers voted July 13 to approve a resolution of intent to establish a Property Assessed Clean Energy (PACE) program for commercial, industrial, multi‑family (5+ units), nonprofit and agricultural properties. Dub Taylor of the Texas PACE Authority and William Meyers, BEDCO executive director, briefed council on the program mechanics and eligibility.
Dub Taylor described TX‑PACE as authorized by state law and noted the program allows participating property owners to finance energy efficiency, water conservation, renewable energy and resilience improvements with long‑term private capital. "TX‑PACE is a voluntary, innovative financing tool authorized by Texas state law (Property Assessed Clean Energy Act, Chapter 399 of the Local Government Code, enacted 2013)," Taylor said. Presenters emphasized the program imposes no cost or financial risk to the City and requires no city budget for implementation; administrative fees would be paid by participating property owners. Council approved the resolution of intent (motion by Kevin Hayes, second by Ernie Quintana); the vote was 6‑0.
Staff said adopting PACE positions Bonham to support economic development, business retention and sustainability while relying on private capital for projects.
