Staff proposes independent sound-engineer requirement to make noise limits enforceable

Staff presented a technical proposal to address long-standing enforcement problems: replace the SUP’s measurement paragraph with a requirement for an independent, qualified sound engineer to design the monitoring approach. The staff rationale was that past monitoring locations and equipment choices rendered enforcement unenforceable.
“Replace paragraph c measurements with a requirement that there be an independent design by an independent qualified sound engineer,” a staff member said, explaining that the engineer would specify type, number and location of monitoring equipment and microphone placement so enforcement could be carried out consistently. Commissioners agreed that technical expertise is necessary and discussed delegating the specification to a professional so county enforcement would not rely on ad hoc or non-expert decisions.
The commission asked staff to include this technical approach in the next draft of conditions for the Speedway SUP and to coordinate attorney review on enforceability before public hearing.
