The board approved a conditional award for the Madden Creek Water System Improvement Project Phase 4 construction contract, authorizing the general manager to execute an agreement with the lowest responsive bidder conditioned on the successful sale of revenue bonds.
The director of engineering presented bid results and financing assumptions, saying, “The engineer's estimate for the base bid for the project was $7,048,000, and the lowest responsive bidder was Vince Aguirre Construction in the amount of $5,922,445.” Staff said five bids were received and that a bid alternate for horizontal directional drilling under Madden Creek would be postponed. The project’s total estimated construction expenditure, including construction support services, was presented as $7,273,800, which staff said is contained within the board‑approved 2026 water capital budget of $11,527,000. Staff also reported a US Forest Service Lake Tahoe Basin Management Unit grant of $1,961,953 that offsets construction cost.
Board members asked whether the contractor had been informed the award was contingent on the bond sale; staff replied the contractor was aware and that contract documents allow the district to hold bids for 60 days, and the district can approve change orders up to 10% of the base bid. A motion to conditionally award the contract and follow the staff recommendation was made, seconded and approved.
