Residents warn against broad riprap; commission approves targeted seawall repairs

At the public-comment period, resident John Petroski urged the commission to pause plans to place riprap along city-owned seawalls and to seek additional study and alternatives. Petroski warned that riprap is usually used in high-wave environments and can make future maintenance difficult, trap debris and create odor and access problems for homeowners.
"Riprap, generally speaking, for erosion control is usually used where you've got large wave action or rapidly moving water," Petroski said, arguing the affected canals have relatively static water and that alternative, removable solutions might be more appropriate.
City engineer Jerry Piccolo and staff explained the city's two-phase approach: targeted riprap at high-velocity outfalls and severely undermined eastern sections of 39th Street as a short-term stabilization measure, followed by phase two work to reface and repoint seawalls with hydraulic cement when funding is available. Piccolo said the riprap will be a roughly 5-foot strip extending from the wall footer and about 18 inches above the canal bottom, intended to stop scour near outfalls and protect the footing without preventing later refacing work.
After discussion and questions about visibility from the surface, boating safety and whether riprap would impede future repairs, the commission adopted a resolution awarding the phase-1 seawall erosion-repair contract and authorized execution of related documents. Staff said phase 2 refacing will be pursued once grant funding is secured.
