Board presents $2.03M Waterloo bid package but postpones final funding decision after members ask for enrollment and utilization plan

The board heard a detailed presentation of the Waterloo bond-work base bids and a recommended package totaling $2,033,476 to be funded from the bond capital projects fund. Miss Shook summarized multiple line items and contractors, including a $108,900 bid from Chrisland Contractors and a $1,039,000 bid listed for a second contractor; the full package amount was presented as not to exceed $2,033,476.

Several board members raised concerns about spending $2 million on Waterloo while district enrollment has been declining for several years. One member noted the district had recently invested in air-conditioning, mechanical and electrical upgrades at the building and questioned whether the district should proceed without a clear long-term plan for the facility. Board members asked for enrollment data, projections and a clearer plan for Waterloo’s intended use (examples discussed included preschool or K–6 use), and several suggested holding a work session to examine utilization before committing bond dollars.

After debate, a motion to postpone the funding decision to allow staff to compile enrollment-count data from the district’s count day and to present a clear utilization and business plan for Waterloo was moved, seconded and carried. The board directed staff to return with projected population data, clarification of grade-level uses and facility utilization information at a future meeting (board meeting number 17/October). Miss Shook and staff will prepare the requested materials.
