Board finds short bid nonconforming on 11.87-acre parcel, authorizes negotiations with lead bidder
Summary
The board reviewed two bids for 11.87 acres: Pike’s bid met requirements but offered $10,500 (below appraised value), while Jeremy Short’s bid was contingent on bank approval and did not purchase all parcels; the board found Short’s bid nonconforming and authorized staff to continue negotiations.

The board considered two bids on an 11.87-acre parcel the town had advertised for sale.
Staff reported that Pike’s bid met the procedural requirements but offered $10,500 for the acreage — below the appraised value — while a second proposal from Jeremy Short was contingent on bank approval and did not offer to purchase all parcels. Staff recommended the board find the Short bid nonconforming under the town’s purchasing procedure and direct staff to continue negotiations with interested parties.
After discussion the board moved and recorded unanimous assent to find the Short bid nonconforming and to authorize further negotiations with Pike or other qualified bidders. Staff said the parcel had originally been acquired with grant funds from Rising Sun and that past agreements and grant terms informed the board’s approach to sales and acceptable purchasers.
The board did not finalize a sale at the meeting; it authorized staff to continue negotiations and return with a contract for a subsequent meeting.
