EDC tables $8,000 vendor request amid disagreement on whether funding qualifies as a project or promotion

"It needs to be a project agreement," said Committee member (S5), while other members cited the 505 statutory chapters and questioned whether the request (which paid for cattle and event costs) meets the statutory definition of a capital project or a payroll/job-creation performance agreement. Committee member (S7) summarized the concern: promotional funding typically pays for advertising or event promotion, while project funds usually support capital, equipment, training or payroll tied to job creation.
Because of the statutory ambiguity and the need for the correct application form and legal review, the board voted to table the item and asked the applicant to resubmit with the appropriate forms and supporting documentation. Board members said the tabling will allow staff to determine whether the request meets statutory project criteria or should be considered promotional funding with its own agreement type.
Why it matters: The classification determines both statutory eligibility and the monitoring and reporting requirements the EDC must enforce. Tabling preserves fiscal and legal oversight until the board has the necessary documentation.
