At its June 4 special meeting, the City of Palco council discussed persistent grant-administration and documentation problems tied to the Nitrate Plant project. Council members reported that paperwork submitted May 5, 2026 remains unprocessed and that several returned forms contained errors requiring additional review and correction.
Council members said those problems have increased administrative burdens on staff. The meeting record notes that "Larissa has devoted significant time to correcting document errors." Members expressed concern that the outstanding documentation and unanswered questions about documentation requirements and contractor pay-application specifications could affect the recently approved two-month time extension for the project as well as payment processing and overall project administration.
Council directed staff to verify outstanding supporting documentation and scheduled a follow-up discussion for the June 10, 2026 meeting. No visitors addressed the council during the special meeting, and no formal amendments to disbursement approvals were made beyond the conditional approval recorded June 4.
