Palco council draws tenants for three land tracts after upholding eligibility rules

Mayor Kyle Karlin opened the City of Palco special meeting at 7:00 PM and the council conducted a land-tenant lottery for three city tracts.
The clerk announced there were six applicants for Tract 11, four for Tract 8 and two for Tract 4; two Tract 11 applicants were eliminated for not meeting eligibility requirements. Visitor Jess Beesley asked how the criteria were developed; Land Tenant Manager Gregg Whisman and Mayor Karlin said the eligibility rules date to 2012 and have not been changed. Don Steeples moved to leave the rules unchanged; Brandon Kuhn seconded. The motion carried 4-1, with Councilmember Koleson Hubbard opposing the motion.
Following the drawing, the council announced the winners: Matthew Benoit for Tract 11 (SW/4 25-9-19), Alex Benoit for Tract 8 (SW/4 30-10-20) and Quinten Roy for Tract 4 (29-9-21). Don Steeples moved to accept the tenants as drawn and Koleson Hubbard seconded; the motion carried 5-0. The council’s action finalized the tenant assignments announced in the meeting.
Why this matters: the lottery determines who will occupy city-managed tracts and the vote to retain longstanding eligibility rules maintained the 2012 standards for qualification.
