Council reviewed the city’s comp-time policy, originally adopted in January 2021 after desk audits and legal review to determine exempt versus nonexempt job classifications. Staff said the policy affects a small number of employees and that accrued comp time must be used within three months or it expires.
The policy sets accrual tracking through the city’s time-keeping system and allows departments to approve comp time; staff said most affected employees typically accrue only a few hours per month and managers monitor balances. “You have to use the comp time within 3 months…We have nobody that has more than 8 probably hours per month on the books,” staff said. Council members asked how exempt employees are treated and staff explained that the policy includes internal expectations for certain exempt administrative positions in addition to FLSA baseline rules.
