Tompkins County’s Government Operations Committee on Aug. 11 approved a multi‑year contract with SystemsEASE Inc. for tax‑software services the county uses to manage delinquent real‑estate taxes. The resolution, presented by the director of finance, was approved unanimously after a minor amendment to clarify the software’s role.
Daryl, the county’s finance director, told the committee the software is used for property tax work and that approving a multi‑year agreement reduces administrative burden. "This tax software is what we use for our real estate or property taxes," he said, and added that the multi‑year arrangement would lock the county into an agreed rate per year for at least three years and reduce the need to re‑execute contracts annually.
Legislators proposed a friendly amendment to replace the phrase "tax software" with "property tax collection software" for clarity; the committee agreed the change was sensible. Members pressed staff on whether upgrades could trigger extra costs in later years and asked how towns transmit delinquent files. County staff explained that towns commonly use other collection systems and that delinquent files are imported into the county system after cutoff dates; Jay (county staff) said the county receives a delinquent file after Nov. 15 and imports it into the county system.
The motion to adopt the resolution, as amended to specify property tax collection software, passed unanimously. Committee members asked finance to provide further details on expected annual delinquent‑dollar volumes and on whether the SystemsEASE product provides an API or other interface for future integration with town systems.
