County approves two US Solar site plans, tables a third amid jurisdiction questions

The board voted to approve the USS Eisenhower and USS Woodbury site plans and later voted to table the USS Rail site plan until action can be taken before the 30‑day post‑hearing deadline.
Ryan from US Solar told the board that "there may be a possibility that both, the county and city, have jurisdiction over this site," raising a jurisdictional question for the Rail parcel. County staff member Bryan Robbins told the board that their vote concerned only whether the projects met county requirements.
The board tabled the Rail site plan on a motion by Blade, seconded by Brandenburg, while motions approving Eisenhower and Woodbury were brought by Layton and supported by colleagues. The minutes record that the board considered jurisdictional overlap but limited its approval to county compliance.
