Henrico expands drainage program, begins acquiring repeatedly flooded properties

Terrell Hughes, Director of Public Works, and Michael Aust, Division Director for Design, told the Board the county saw more drainage issues in 2024 and added projects to address public complaints. The County has begun allocating funding for those projects and has started acquiring properties that repeatedly experience flooding.
County Manager John A. Vithoulkas said the effort accelerated after a field trip by Deputy County Manager Steve Yob to North Carolina to study local approaches. Finance Director Sheila Minor provided assessment details: a 1.5% increase in residential home assessments, a 5% increase in apartment community assessments, a 2% increase for shopping centers and a 9% decrease in office assessments. Officials said funding sources and project prioritization will be discussed in follow-up briefings.
